I want to complain about my hotel but my travel agent isn’t interested, surely we have a contract?

Not necessarily, as they would have placed you in contract directly with the hotel supplier that will be named on your holiday booking paperwork.

Even though you’ve paid the travel agent directly, it’s unlikely that your contract would be with them.
