What is the difference between a package holiday and a ‘flight-plus’ holiday?
Please note this only applies to holidays booked before 1 July 2018. For holidays booked after 1 July, Flight-plus holidays no longer exist.
The Package Travel, Package Holidays and Package Tours Regulations 1992 define a 'package’ as follows:
The holiday must cover a period of at least 24 hours or involve overnight accommodation.
The holiday must consist of a combination of at least two of the following components:
- Transport (for example, flights, trains, coaches and ferries - free transfers from the airport to a hotel would not be included)
- Accommodation (this should be significant - it would include a berth on a cruise ship but not on a cross-channel ferry)
- Other tourist services that form a significant proportion of the package (for example, car hire).
A package holiday typically is made on the basis of one contract, is sold at an inclusive price and covers all your travel arrangements. This will be clear on your confirmation invoice.
Package holidays are required by law under the Package Travel Regulations to be financially protected.
Flight-plus is a holiday booking where a flight departing the UK and accommodation and/or car hire are booked at the same time or within a day, but where the way in which it is sold means that it is not a package holiday.
These travel arrangements are typically made up of more than one contract. You might have two contracts – one for a flight and one for a hotel booking for example; or three contracts, one for a flight, one for a hotel and one for a transfer booking.
Each of these contracts will be with a third party supplier, and those third party suppliers may not be an ABTA Member. If you’ve booked Flight-Plus travel arrangements, your confirmation invoice should clearly state which supplier is providing which service.
In relation to any travel arrangement protected by the ATOL system – you should receive an ‘ATOL Certificate’.
